English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a recent poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that 60% of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to increase local levies next April to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He added: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities recently further found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
