Senate Republicans Back President's Proposal to Overhaul Obamacare

American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Federal Closure

The effect on US citizens from the longest shutdown of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to cancel flights and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend meeting got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers expressed concerned responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an openness to an developing plan from a small group of centrist lawmakers to end the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's requirement that carriers cover patients with existing health issues.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
