The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from various governments. Considerable effort is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, probably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.

Persistent Threats

Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on international aid – a dependence that European nations are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
